Tech Based Economic Development

Can the development of technology in a region spur economic growth?

Technology-based economic development theorists certainly think so. I am fascinated by the topic (relating to my past research of clusters, most of which were based on high-tech). Can technology drive innovation? Perhaps with the right mix of business talent ... and a pinch of funding (or, as in the case of biotech, several bowls of funding) ... .
